Who it is for

European citizens wishing to stay in Italy for more than 3 months . The service is also available to non-European family members of a European citizen.

What it is

The service allows you to move to an Italian municipality and submit a residency declaration form. Once the transfer is complete, you will be registered in the National Register and be able to use its services.

What you need

When completing the residency declaration form, you will be asked to provide personal information in your documents. Before starting the declaration, make sure you have at hand:

• identity card, passport or document valid for foreign travel;
• Italian tax code, if you have one;
• personal data and tax code of a person in the household you are moving in with;
• land registry details of the property you will live at if you are the owner, or details of the lease agreement, consent and photocopy of an identity document of the property’s owner if this is not you.

Other documents may be required on a case-by-case basis.

If you move for work:

• documentation proving your status as an employee or self-employed person.

If you move for study and you are not a worker:

• documentation proving your enrolment at an educational institution;
• self-declaration of possession of sufficient economic resources to preclude you from requiring state social assistance;
• copy of a health insurance policy covering risks on the national territory and valid for at least one year or for the duration of the study course (the European Health Insurance Card is not valid).

If you move but are not a worker or student:

• self-declaration of possession of sufficient economic resources to preclude you from requiring state social assistance;
• copy of a health insurance policy covering the risks on the national territory and valid for at least one year or for the duration of the study course (the European Health Insurance Card is not valid)

How to request it

• Access the services for European citizens and select the option ‘I want to start a transfer declaration now‘.
• Enter your personal data and your email address.
• Choose the type of transfer declaration from ‘New residency’ and ‘Residency in existing household’.
• Fill in your personal data.
• Enter the details of the people who are moving in with you, the details of the residence you are moving into and the details of the property where you will be living. 
• Attach the required documents. You can upload them from your device or, if you don’t have a copy of the documents required to complete the procedure, you may be able to retrieve them directly from the issuer, even if the issuer is in another EU Member State. To access this feature, you will need to login with your national eIDAS digital identity.
• If you prefer, enter your telephone number and the times you are available if a check on your presence in the place of residence is required. 
• Check the summary and send the declaration.

How much it costs

Declaring a change of residence to an Italian municipality and registering in the National Register are free of charge.

Timing and deadlines

Once completed, the declaration will be managed directly by the registry operators of the relevant municipality. Processing times may vary depending on the individual case.

Keep in mind that:

• there is no deadline for registration;
• European citizens and their family members do not incur fines or other consequences for not registering with the registry office or for not having their registration certificate with them during a check.

What you obtain

Once you have sent your declaration, you can check its progress at any time by logging back into the service and selecting the option ‘I have a transfer declaration in progress’. When the municipality to which you sent your transfer declaration has accepted it, you will be notified by email.

Birth certificateBirth certificate

Who it is for

European citizens born in Italy, in possession of their Italian tax code but no longer registered in the registry office.

What it is

The birth certificate is the document attesting to a person’s birth and specifying their name, surname, date and place of birth, and birth certificate number. Through the service for European citizens made available by the National Registry office, if you were born in Italy but are no longer registered with the registry office, you can request the certificate from the municipality where you resided directly online and without having to re-register with the National Registry office: all you need is your Italian tax code.

What is needed

Your Italian tax code, normally allocated at the time of birth registration.

How to request it

• Access the services for European citizens and select ‘Request birth certificate‘.
• To use the service, you must enter your Italian tax code.
• Select the use for which you require the certificate. You can request it free of charge if your use falls within the grounds for exemption provided by law.
• On the other hand, if you need to request a stamped certificate, you will be redirected to a dedicated portal to proceed with payment of the €16.00 stamp duty.
• Once the payment operation is complete, you can return to the ANPR portal and obtain your certificate.

How much it costs

The issuance of the certificate is free of charge if the use for which you request it falls within the grounds for exemption provided by law. In all other cases, stamp duty of €16.00 is payable.

Timing and deadlines

The certificate is issued immediately: once you see the preview, you can download it or receive it by email. The certificate will be valid for 3 months from the date of issue.

What you obtain

Each certificate is produced in a non-editable pdf format. It bears the logo of the Ministry of the Interior and the words ‘Anagrafe Nazionale della Popolazione Residente’ (National Registry of the Resident Population). It also contains the QR code and the Qualified electronic Seal Certificate of the Ministry of the Interior, not visible to the naked eye, which guarantee its authenticity, integrity and acceptance.

Registration in the electoral rollRegistration in the electoral roll

Who it is for

Citizens of an EU Member State resident in Italy.

What it is

Registering in the electoral roll of the Italian municipality where you reside enables you to exercise your right to vote in municipal and constituency elections.

What is needed

• You must already have been registered in the National Register following your move to Italy.
• You must have a digital identity (SPID, CIE, CNS or eIDAS).
• You must be able to indicate your last address of residence in your foreign country of origin.
• If you wish, please provide a telephone number on which the municipality can contact you if needed.

How to request registration

• Log in to the reserved area of the National Register with your digital identity (SPID, CIE, CNS or eIDAS) and select the “Registration in the electoral roll” service.
• Enter a new request. Please note that you cannot start a new entry if other requests still being processed are present. Check your personal details, citizenship and residence in Italy on your form, then fill in the “Additional data”, indicating the address of your last residence in your foreign country of origin and, if you wish, a telephone number at which the municipality can contact you if needed.
•  Check that the data in the “Summary” is correct and send the request.

How much it costs

Registering in the electoral roll is free of charge.

Timing and deadlines

After submission via the National Register portal, the request is handled directly by the electoral office of the competent municipality. You will receive notification of the progress of your request at the email address or digital address indicated in your personal profile. Processing times may vary depending on the individual case. Once approved, your registration in the electoral roll does not expire.

If your request for registration in the electoral roll is accepted, you can consult your electoral data directly in the reserved area of the National Register.
